Why isn't birth control working for my PMDD???

The first thing that gets handed to us when we mention PMS symptoms is hormonal birth control. 

As these are created to stop ovulation, it makes no sense as to why a person who has what most medical literature suggests causes PMDD (i.e. the luteal phase or when ovulation occurs) would still have PMDD episodes while on The Pill, Depo shots, implants, or even IUDs (did I miss any?). 

In other words, WHY AM I STILL HAVING PMDD WHEN I'M ON BIRTH CONTROL??

The only explanation I can come up with is this:  It is not always tied to ovulation. 

So what is it then?  I'd say it's closer to a hormone allergy.  Like an autoimmune disease where our body cannot tolerate our own normal hormone fluctuations.  Or the introduction of outside hormones as the PMDD does not always stop when artificial hormones are used.
